Scott Arrests Leave the County
The Illinois Sheriffs’ Association lists Scott County’s jail address as “No Jail.” That short official statement changes the entire release path. The Scott County Sheriff at 32 E. Market Street in Winchester arrests and transports people, but another county performs physical intake and creates the jail movement record. Research indicates Greene County Jail is the general housing destination, while Pike County Jail and Morgan County Jail can also be relevant. Placement can vary, so no neighboring jail should be assumed for an individual case.
A Scott record may show an arrest, departure from Winchester, and delivery to a contract jail. That delivery is a transfer into custody, not release to the community. Later, the housing jail may discharge the person under a Scott court order, transfer the person to IDOC, deliver the person to another county or federal agency, or continue holding the person on another matter. The exit disposition and destination distinguish those outcomes.
The Scott County released-inmate search path connects those records with Illinois VINE and the Scott criminal case. A docket order can explain the legal authority for release, but the jail log establishes when physical custody changed. Neither disappearance from a result nor an order standing alone proves that the person walked out.
Trace the Custody Handoff
Start with identifiers that can survive a handoff between agencies: full legal name, date of birth or approximate age, arrest date, Scott case number, and any booking or agency number. Check that every source is in Illinois. Search results for Scottsburg, Indiana, or Davenport, Iowa concern different Scott counties and can look deceptively complete.
- Call the Scott Sheriff. Ask which facility physically received the person after the Scott arrest and the transport date. If an informal answer is unavailable, request the public arrest and transport chronology.
- Search Illinois VINE. Search by name, ID, or case number and compare the source agency. A Greene, Pike, or Morgan result can corroborate the housing location, but an agency-fed VINE event should still be confirmed by its source.
- Contact the identified jail. Ask whether the person remains there. If not, request the actual departure date and time, release disposition, and destination agency when the event was a transfer.
- Read the Scott court case. Look for a pretrial-release order, dismissal, time-served sentence, probation order, mittimus, warrant, or other custody direction. Obtain the filed order when a docket label is abbreviated.
- Follow any transfer. If the housing jail sent the person to IDOC or another custodian, repeat the check there. A transfer ends one jail’s custody without ending custody overall.
Phrase the central question precisely: “Did this person leave custody for the community, or did another agency receive custody?” That wording prevents a jail departure from being collapsed into community release. For recent events, the VINELink Release Check can add an alert or status lead, while the jail remains the source for its own movement log.
Note: A no-result may reflect a spelling difference, a feed delay, a protected record, an offline facility, or an event that has aged out.
Sheriff Records and Contact
The Sheriff is the routing and arrest-record contact, not the operator of a Scott jail. Keep the initial request narrow enough to identify the next custodian, then direct the release-record portion to that custodian.

Scott County’s published FOIA procedure calls for a direct, specific request by email that supplies the requester’s name and address and indicates whether the request is commercial when applicable. The county ordinarily responds within five working days or sends a written additional five-working-day extension by day five. Approved records may be delivered or inspected during business hours. Ask about costs before ordering because the published procedure reviewed for this project did not expose a county-specific copying schedule.
A focused request can seek the public arrest report, arrest date and time, transport chronology, destination facility, Scott agency or case identifiers, and any arrest photograph when available. Ask for electronic production, redaction of exempt details, and release of segregable nonexempt portions. If Scott does not possess the booking image, property record, or jail release log, ask it to identify the agency that does.
| Record | Likely custodian | What it establishes |
|---|---|---|
| Arrest and transport chronology | Scott County Sheriff | Scott event and handoff destination |
| Booking and intake | Housing jail | Arrival into physical jail custody |
| Release or transfer log | Housing jail | Actual departure time and disposition |
| Release authority | Scott Circuit Clerk | Court order or case event authorizing change |
Why There Is No Scott Roster
The Scott County Sheriff’s Office is a law-enforcement and transport agency, not a county-jail operator. It therefore does not have the kind of jail population page, released-person view, booking-photo feed, jail app, or 24-hour and 72-hour release lists that users may expect. No official Scott release feed, local jail app, uniform weekend release rule, exit location, or property-return procedure was found because there is no Scott jail to publish them.
- Arresting agency
- The agency that initiates the Scott arrest record and may transport the person.
- Housing jail
- The neighboring facility that books and physically holds the person.
- Community release
- A departure from custody under a release authority, rather than delivery to another custodian.
- Agency transfer
- A change in physical custodian that does not mean the person is free from custody.
Wrong-state contamination is a serious local hazard. Indiana’s Scott County Sheriff operates a polished released roster associated with Scottsburg. Iowa’s Scott County, associated with Davenport, also publishes current or recent custody information. An Illinois inquiry should be checked against state abbreviation, agency name, address, telephone area code, and case identifiers before any result is treated as relevant.
Note: The absence of a Scott jail page is expected and should never be reported as evidence that a named person was released.
Build a Complete Release Record
A useful record follows the person across agencies instead of stopping at the county line. Requesting the same identifiers from Scott and the housing jail makes reconciliation easier. Dates may differ because arrest, transport, jail intake, court authorization, processing, and physical departure are separate events.
- Full name, known aliases, and a disambiguating birthdate or identifier
- Scott arrest date, time, place, agency, and case number
- Transport date, receiving jail, and receiving booking number
- Jail intake, each transfer, and the exact departure timestamp
- Release type or transfer disposition transcribed as the agency recorded it
- Destination agency, detainer disposition, and photograph when publicly available
Do not guess a release type from a charge or docket label. “Released” can describe a pretrial order, time served, dismissal, probation placement, or another legal disposition, while “transferred” may mean IDOC, another county, federal custody, immigration custody, or a medical setting. Only the source entry and related order resolve the meaning.
The Scott County Circuit Clerk at 35 E. Market Street in Winchester maintains criminal cases and offers access through the courthouse and an official Judici link. The docket is durable context after a short-lived custody entry disappears, but it is not the housing jail’s movement log. Pair the filed order with the jail timestamp when the exact departure matters.
Plan Around a Neighboring-County Exit
A person arrested in Scott County may physically leave custody in Carrollton, Pittsfield, or Jacksonville rather than Winchester. Before traveling, call the identified facility and ask where public arrivals are permitted, whether a release has completed, and whether the agency can discuss property return or transportation. Research did not establish a uniform exit door, family waiting area, weekend rule, or release hour for the possible facilities, so those details should never be generalized.
West Central Mass Transit serves Scott, Pike, Morgan, Brown, Cass, and Schuyler counties and may be a useful planning lead. It does not establish jail-door pickup or same-day service. Confirm route, reservation requirements, fare, operating hours, pickup location, and availability directly. A projected release date or court order should not be used to dispatch a ride until the physical jail confirms processing.
After departure, supervision may belong to Scott pretrial services, Greene/Scott Probation, or IDOC Parole, depending on the legal status. Those offices can clarify supervision, but none substitutes for the housing jail’s actual release record. The sequence remains Sheriff routing, housing-jail confirmation, court authority, and then the correct supervision contact.
